The cut-off is implemented to instead of assuming that if a WIMP scatters to below the escape velocity it is captured, we can now say that it is only if it scatters to a velocity that would not take it out to e.g. Jupiter that would capture it. This is motivated by work by Peter and Tremaine who showed that Jupiter most likely will throw the WIMPs out of the solar system before they have a chance to interact again and sink to the core. The default is still to use the expressions without this cutoff.
